New arena (pointless) question

I’ve always wondered this, maybe someone knows. What is the point of the odd “protrusion” on the top front of the arena? Will this be enclosed? I’m guessing something similar to the Sears Tower where fans can walk onto it for a better view of the city?

its just an observation deck overlooking downtown and the lake. Can the smoke there? :o
