The problem was that this idea isn't new. The system used to be that the player could be in the draft, selected, and choose to go back to school. For instance Voshon Lenard was picked by the Bucks in the second round, but then opted to go back to college afterwards.

The NCAA changed this because the coaches didn't like the fact that they couldn't fill their rosters if a potential player might be leaving.

For most drafted players, being moved to the D-League is determined when they are battling for roster spots at the beginning of the season, which is after the start of the fall school semester in August.

Players do get NBA feedback before the deadline to withdraw from the draft. Some like Vander just decide to go anyway.

I think the D League is actually a good place for guys who want to pursue basketball, get paid something, and not go to school, but are not ready for the NBA. The option for kids who don't really want the school aspect.
